The "Add a Game" window will appear and it will build a list of programs on your computer that can be added to Steam including our offline editor. In the main menu at the top of the screen click "Games" and in the menu that appears click "Add a non-Steam game to my library". Start Steam and make sure that you are in the "Library" tab. As such you should be able to search for it, launch it, and even pin it to your taskbar or start menu (I'm just assuming you are windows) for quick access.
